Next Local Priority: Testing at BCC

A reliable Brunswick County testing pathway.

Brunswick Built proposes working with Brunswick Community College to confirm existing WorkKeys testing capacity and establish or expand a local location.

  1. Confirm ACT authorization, staffing, equipment, and accessibility.
  2. Publish testing dates, registration steps, prices, and retest options.
  3. Connect preparation and funding with BCC, NCWorks, employers, and veteran services.
  4. Create a clear referral process and track certificates and career outcomes.

Proposed priority—not an announced testing center, confirmed agreement, or published schedule.

ACCESS, FUNDING & PRIORITY GROUPS

Build Access Beyond Our Schools.

BCS already has a state-funded pathway for eligible CTE students. Brunswick Built’s next opportunity is expanding access for adults and workers.

Focus outreach on veterans, unemployed residents, adults changing careers, and adults in education or training. These are Brunswick Built outreach priorities. Each funding program has its own eligibility and priority rules.

Emerging workforce: eligible public school CTE concentratorsState-funded initial WorkKeys administrationEligible CTE concentrators completing a CTE pathway. Students do not pay for their initial state-administered test.BCS confirms eligibility and testing arrangements. The state pathway does not automatically cover other students or adult residents.

Dislocated Worker eligibility is assessed separately for qualifying layoffs and other circumstances.NCWorks and Cape Fear Workforce Development Board determine eligibility, available funds, and whether preparation, WorkKeys testing, or retesting is an approved cost. Unemployment alone does not guarantee funding.
Veterans and eligible spousesNCWorks and eligible workforce programs — coverage to confirmVeterans and eligible spouses receive priority of service in U.S. Department of Labor-funded employment and training programs, within program eligibility rules.Ask NCWorks about veteran services, assessment, training, and WorkKeys coverage. Priority of service does not automatically make the test free.

HRD waiver criteria include unemployment, pending layoff, earned-income-tax-credit eligibility, or wages at or below 200% of federal poverty guidelines.BCC should confirm course eligibility, aid, and assessment costs. An HRD course-fee waiver or college scholarship does not automatically cover a separate WorkKeys test.
Current workforce: employed and underemployed adultsEmployer-sponsored testing or training; eligible workforce funding; local sponsorships to exploreWorkers changing careers, building skills, or seeking advancement. Low-income employed adults may qualify for applicable workforce or HRD assistance.Employers, BCC, and NCWorks should confirm the funding agreement and covered costs. Local grants, donations, and employer sponsorships are proposed options, not secured Brunswick Built funding.

Under N.C. General Statute §115C-174.25, schools must make appropriate WorkKeys tests available to eligible CTE concentrators to the extent funding is available. This school testing provision is separate from adult workforce funding.

If an Employer Requests or Requires Testing

First request any existing NCRC or WorkKeys results. If new testing is needed, identify the assessments and job-related criteria, confirm the provider’s price, and decide who will pay.

Employer sponsorship can reduce the cost barrier for applicants. A preference or requirement should reflect the actual job; HR should review assessment use and accommodations before implementation.

An NCRC does not replace existing licenses or position-specific qualifications. BCS has not approved a districtwide NCRC hiring preference through this proposal.
